M-B041824-01 Transaction adjustment period for the 2024.2nd6.AnnualAuction.Seq1 CRR Auction

SHORT DESCRIPTION:  Transaction adjustment period for the 2024.2nd6.AnnualAuction.Seq1 CRR Auction

INTENDED AUDIENCE:  CRR Account Holders

DAYS AFFECTED:  April 18 - 19, 2024

LONG DESCRIPTION:  A transaction adjustment period has been opened for the 2024.2nd6.AnnualAuction.Seq1 Congestion Revenue Right (CRR) Auction. The total number of transactions submitted plus grouped baseload for the 2024.2nd6.AnnualAuction.Seq1 CRR Auction exceeds the number of transactions that can be processed by the CRR Auction system. As a result, a transaction adjustment period must be opened per Protocol Section 7.5.2(2).

The transaction adjustment period transaction limit per CRR Account Holder (CRRAH) was calculated as follows:

(Technical Advisory Committee (TAC) transaction limit (400,000) minus grouped baseload transactions (53,262)) divided by the number of Participating CRRAHs (296) = 1,171

CRR Account Holders who submitted more than 1,171 total transactions have had their portfolios removed from the auction and must resubmit new transactions within the window noted below. A private message has been posted in the CRR Market User Interface (MUI) for all impacted CRR Account Holders.

Note that the credit submission window closed at 17:00 CPT on April 18, and it will not be reopened.

ACTION REQUIRED:  CRR Account Holders who had their transactions removed from the auction must submit new transactions, not to exceed a total of 1,171 transactions. The transaction adjustment period bid window is now open and will close at 17:00 CPT on April 19, 2024.

CRR Account Holders who did not have their transactions removed do not need to take any action during the transaction adjustment period.
