SHORT DESCRIPTION: Update - lmplementation Details of SCR796

LONG DESCRIPTION: On August 8, 2019 ERCOT will implement System Change Request (SCR) 796, Change Validation Rules to Preclude Certain Transactions at Resource Nodes within Private Use Networks.

SCR796 modifies the validation rules that the Market Management System (MMS) uses to validate bids and offers to exclude Resource Nodes within a Private Use Network site as valid Settlement Points for Day-Ahead Market (DAM) Energy-Only Offers, DAM Energy Bids, and Point-to-Point (PTP) Obligation bids.

Within the DAM PSSE posting, new file “DAMddmmyyyy_SpNb.csv” will include a single column list of Resource Nodes that are non-biddable for financial transactions such as Energy Only Bid/Offer and PTP Bid submissions. This list is based on model data in MMS and contains PUN Generation Resource Nodes that are not located on the same PSSE bus as an EPS meter. Financial transactions at these resource nodes will be rejected. 

Congestion Revenue Right (CRR) auctions will use the most recently available list from DAM indicating whether Resource Nodes will be non-biddable for auctions with effective dates after December 31, 2020.
