M-A010825-02 Workshop on Frequency and Voltage Ride-Through Requirements and Data Submission Process

SHORT DESCRIPTION: Workshop on Frequency and Voltage Ride-Through Requirements and Data Submission Process

INTENDED AUDIENCE: Resource Entities (REs) and Interconnecting Entities (IEs) with transmission-connected IBRs, Type 1 Wind-Powered Generation Resources (WGRs), or Type 2 WGRs commissioned or in the interconnection process.

DAYS AFFECTED: April 1, 2025

LONG DESCRIPTION: The Public Utility Commission of Texas approved NOGRR 245 to be effective October 1, 2024. Accordingly, the revised ride-through requirements in the Nodal Operating Guides are currently in effect. ERCOT is developing an intake process for data associated with the requirements established through NOGRR 245.

ERCOT has scheduled two workshops at the ERCOT offices located at 8000 Metropolis Drive, Building E.

  • Workshop I: February 10, 2025 starting at 8:30 AM and concluding at 12:00 PM
  • Workshop II: February 26, 2025 starting at 9:30 AM and concluding at or before 3:30 PM

The initial workshop will include:

  • Review of the revised ride-through requirements.
  • Overview of the initial data collection process.
  • Review of the template for data submission.

On February 19, 2025, ERCOT will initiate a DocuSign process to collect relevant data.  ERCOT will send DocuSign emails to the Authorized Representative for each Resource that is commissioned, in the commissioning process, or has an approved Production Load Date (PLD).  The representative for each Resource must submit the DocuSign responses on or before April 1, 2025.   

DocuSign emails will not be sent to Resources in the Generator Interconnection or Modification (GIM) process if they do not have an approved PLD. Such Resources wishing to request an exemption or extension must submit an attachment-only Interconnection Change Request in the Resource Integration and Ongoing Operations (RIOO) application on or before April 1, 2025.  To be deemed acceptable, the attachment must include all of the information collected through the DocuSign process.

A draft representation of the information collected through DocuSign is posted to the Resource Integration website within the Guides section at the following link (Resource Integration).

ERCOT is actively enhancing the RIOO application to support entry of information required by the Nodal Operating Guides as Resources progress through the GIM process.  Most Resources in the GIM queue will use the RIOO application to provide the required information to ERCOT.  If necessary, ERCOT will create ad-hoc DocuSign emails to support the commissioning of Resources that have received approved PLDs after the initial DocuSign process but prior to the implementation of the RIOO changes.

IMPORTANT: All requests for an extension or exemption pursuant to the applicable Nodal Operating Guides sections must be submitted to ERCOT prior to the end of April 1, 2025.

ACTION REQUIRED: If you own or operate or plan to own or operate a transmission-connected IBR, Type 1 WGR, or Type 2 WGR plan to attend this workshop and submit the required information by April 1, 2025.
