SHORT DESCRIPTION: EPS data sent outbound as 867_03s may contain duplicates

INTENDED AUDIENCE: TDSPs and LSE receiving EPS data

DAYS AFFECTED: January 23, 2025

LONG DESCRIPTION: EPS data that is being used in settlements is sent as an outbound 867_03 transaction to both _TDSP and LSE 'owners'.  Previously, only data that was either new or data that changed was sent out.  Going forward, all EPS transactions used in settlement will be submitted as outbound 867_03 transactions even if the data within that transaction has not changed.
