LONG DESCRIPTION: On March 13, 2023, the ERCOT Reliability Monitor (ERM) issued Market Notice M-A031323-01 informing Market Participants it had opened an Incident Review regarding compliance with ERCOT Planning Guide Section 5.5. The ERM has now completed that review.
Planning Guide Revision Request (PGRR) 085 added a requirement for certain Market Participants to provide reports benchmarking the Power System Computer Aided Design (PSCAD) model against actual hardware testing and provide parameter verification documentation confirming model settings match the actual settings implemented in the field. Specifically, PGRR085:
- detailed the information to include in the model manuals accompanying Power System Simulator for Engineering (PSS/E) and PSCAD models
- clarified parallel requirements for TOs for their dynamic device models
- provided specific timelines for these activities (parameter verification report to be provided at commissioning, within two years of commissioning, and every ten years thereafter; model quality test and hardware benchmark reports upon delivery of the PSCAD model)
- affirmed the expectation that model response must be consistent across planning software platforms (e.g., PSS/E and PSCAD) to the extent of the platform capability (ERCOT uses different models for different analyses - PSS/E for general purpose planning dynamic studies and PSCAD for weak grid or sub-synchronous-resonance)
Accordingly, during generator commissioning and continuing operations, the ERCOT Planning Guide requires Resource Entities provide:
- model updates with model quality tests pursuant to Planning Guide Section 6.2(5)(c)
- plant verification reports (PVR) as required by Planning Guide Section 6.2(5)(b) at the following times:
- no later than 30 days after implementing a setting change as required by Planning Guide Section 6.2(7);
- no earlier than 12 months or later than 24 months after the Resource Commissioning Date or 3/1/21; and
- at least every 10 years.
The ERM determined ERCOT has 394 commissioned Resource sites that are required to provide the model data pursuant to Planning Guide Section 5.5(5)(b) or a PVR pursuant to Planning Guide Section 5.5(5)(c). Of those sites, as of today, 280 timely submitted the required data. ERCOT rejected some submittals as deficient and returned them to Market Participants. Many Resource Entities that made deficient submittals have not followed up with corrected information as required.
ADDITIONAL INFORMATION: The ERM will file a report with the Enforcement Division of the Public Utility Commission of Texas regarding the delinquent Market Participants.
