SHORT DESCRIPTION: ERCOT to initiate an RFI to support the transition to a single-model representation of Energy Storage Resources within the Resource registration application, RIOO.

INTENDED AUDIENCE: Resource Entities (REs) with Energy Storage Resources that are commissioned, in the commissioning process, or have an approved Production Load Date

DAYS AFFECTED: August 6, 2024, through September 6, 2024

LONG DESCRIPTION: On September 26, 2024, ERCOT’s Resource registration application, RIOO, will complete the transition to single-model representations of Energy Storage Resources (ESRs).  All steps required for this conversion will be performed by ERCOT and re-registration of ESRs will not be required.  However, to support the transition, additional information is required for each ESR that is, or will soon be, modeled within the Network Operations Model.  ERCOT will send a request for information (RFI) on August 6, 2024, via DocuSign, to each RE that is associated with an ESR that has been commissioned, is in the commissioning process, or has an approved Production Load Date.

It should be noted that only RIOO will transition to the single-model ESR representation on September 26. Downstream systems, including the EMS and MMS, will not transition to a single-model representation of ESRs until RTC+B go-live and, as such, will not be impacted by this RIOO change.  Communications to and from ERCOT (e.g., telemetry, COPs, MIS reports) will not change and will continue to utilize the current "combo-model" construct.

A DocuSign email will be sent to the Authorized Representative of each RE on August 6, 2024, and must be completed by September 6, 2024.  Failure to respond to the RFI will result in an incomplete conversion of the ESR and the RE will not be able to submit any changes into RIOO for the site containing these ESR until all missing data is provided.

The following categories of data will be requested in the RFI:

  • Characteristics and limitations of the ESR
  • Reactive capabilities of the ESR during charging
  • Aggregate impedances of the ESR
  • Impedances of PCS transformers and inverters
  • Characteristics of battery modules

ACTION REQUIRED: ERCOT requests that all REs with ESRs that are commissioned, in the commissioning process, or have an interconnection request with an approved Production Load Date provide a complete response to the DocuSign RFI by September 6, 2024.
