SHORT DESCRIPTION: Real-Time Co-optimization Plus Batteries (RTC+B) Implementation Awareness Attestation

INTENDED AUDIENCE: Qualified Scheduling Entities (QSEs) representing Resources

DAYS AFFECTED: August 12, 2024

LONG DESCRIPTION: As discussed at the July 17, 2024 RTC+B Task Force meeting, significant modifications to QSEs' systems will be necessary in order to participate in the ERCOT Market upon implementation of the RTC+B initiative.  Although ERCOT is still developing the final plans for an RTC+B go-live announcement in the coming months, it is important to ensure that QSEs with Resources are aware of and planning for the development work that will be needed to align their systems with the upcoming Market design and interface changes.  In order to ensure that QSEs with Resources are aware of the upcoming need for such system changes, ERCOT requests that each QSE with responsibility for Resources executes the Attestation of QSEs with Resources Regarding RTC+B Implementation.

The Attestation is intended to ensure QSEs' awareness of the need for future preparedness, but also to designate an RTC+B Accountable Executive (RTC+B AE).  The RTC+B AE is intended to be the employee of the QSE that ERCOT will contact for accountability regarding RTC+B initiative preparedness. 

ERCOT has sent the Attestation to the Authorized Representative (AR) and Backup AR of each QSE with Resources.  The RTC+B AE may be the QSE's AR, however the RTC+B AE is not required to be the AR and the QSE may choose to designate an employee other than the AR as the RTC+B AE.  The individual that executes the Attestation will be designated as that QSE's RTC+B AE.

ACTION REQUIRED: The deadline to submit the executed Attestation to ERCOT is August 12, 2024.  Please submit by emailing the executed Attestation to RTCB@ercot.com.

ADDITIONAL INFORMATION: ERCOT intends to maintain communication channels related to RTC+B preparations via the RTC+B Task Force.  Interested Market Participants are encouraged to attend the RTC+B Task Force meetings.
