SHORT DESCRIPTION: Request for data concerning customer Demand Response capabilities

INTENDED AUDIENCE: NOIE LSEs / TDSPs

DAYS AFFECTED: September 1, 2024 (snapshot); October 31, 2024 (deadline for submitting files to ERCOT); November 7, 2024 (deadline for file corrections)

LONG DESCRIPTION: Nodal Protocols Section 3.10.7.2.2, Annual Demand Response Report, specifies that Non Opt-In Entity (NOIE) Load Serving Entities (LSEs) and Transmission and/or Distribution Service Providers (TDSPs) that registered a Summer 2023 15-minute interval peak demand greater than or equal to 100 MW are required to participate in the annual Demand Response Survey.

An Other Binding Document titled ‘Demand Response Data Definitions and Technical Specifications’ is posted at https://www.ercot.com/mktrules/obd and provides details on the participation requirements.

For the 2024 reporting year, ERCOT will notify each NOIE LSE and TDSP by August 1, via email to the Authorized Representative, to let them know whether or not they have a reporting requirement.

If the Authorized Representatives for the NOIE TDSP and NOIE LSE are different, those two individuals must coordinate to determine which entity is responsible for administering the Demand Response programs in the NOIE TDSP region; and that individual is to be designated with the responsibility of submitting the required data.

ACTION REQUIRED:

  1. By August 15, 2024, the designated Authorized Representative of the entity responsible for administering the Demand Response programs in the NOIE TDSP region notified as having a reporting requirement must send a confirmation e-mail to ERCOT at DRSurvey@ercot.com acknowledging that they have received the notification and have the data reporting responsibility.
    1. NOIEs that do have customers participating in one or more programs that correspond to the categories in the ‘Demand Response Data Definitions and Technical Specifications’ document must send an e-mail to ERCOT at DRSurvey@ercot.com noting such participation.
    2. NOIEs that do not have customers participating in programs that correspond to the categories in the ‘Demand Response Data Definitions and Technical Specifications’ document must send an e-mail to ERCOT at DRSurvey@ercot.com noting the absence of such participation.
  2. By October 31, 2024, each NOIE required to submit data for the 2024 survey must have sent participation/deployment event files to ERCOT. The survey responses should reflect participation by customers participating in those programs on the snapshot of September 1, 2024. Note: Each NOIE should submit data in the format described in the Other Binding Document.
  3. By November 7, 2024, each NOIE required to submit data for the 2024 survey must have resolved data validation issues identified by ERCOT and submitted revised participation files to ERCOT.
