NOTICE DATE: June 4, 2024

NOTICE TYPE: M-B060424-01 NPRR

SHORT DESCRIPTION: Implementation Details of NPRR1186

INTENDED AUDIENCE: All Market Participants

DAYS AFFECTED: June 27, 2024

LONG DESCRIPTION: On June 27, 2024, Protocol language associated with Nodal Protocol Revision Request (NPRR) 1186, Improvements Prior to the RTC+B Project for Better Energy Storage Resource (ESR) State of Charge (SOC) Awareness, Accounting, and Monitoring, will be implemented. The Public Utility Commission of Texas (PUCT) approved NPRR1186 on April 11, 2024. NPRR1186 helps improve the awareness, accounting, and monitoring of the State of Charge (SOC) for an ESR in ERCOT's Reliability Unit Commitment (RUC) studies and Security Constrained Economic Dispatch.  Specifically, the implementation of NPRR1186:

  • Introduces the requirement for a Qualified Scheduling Entity (QSE) representing an ESR to submit three new values in the Current Operating Plan (COP), including the Hour Beginning Planned SOC, Minimum State of Charge (MinSOC), and Maximum State of Charge (MaxSOC). The Hour Beginning Planned SOC values provided by a QSE through COP submittals will be accounted for in Reliability Unit Commitment (RUC) studies.
  • Modifies the High Ancillary Service Limit (HASL) calculations used by SCED to account for SOC required to support an ESR’s Ancillary Service Resource Responsibility for the remainder of the hour.
  • Introduces the requirement for a QSE representing an ESR to telemeter a new quantity representing the next Operating Hour’s Ancillary Service Resource Responsibility for the ESR.

ACTION REQUIRED: QSEs that represent ESRs should prepare to submit COP fields and send the new telemetry related to NPRR1186 to ERCOT post go-live.

ADDITIONAL INFORMATION: NPRR1186, and associated documents can be found on the ERCOT website. A high level go-live plan for NPRR1186 was shared at the May 29, 2024 TWG Meeting in presentation, ERCOT-twg-05-29-NPRR1186 Updates. Please note that Market Operation Test Environment (MOTE) is currently available for test NPRR1186 related COP changes communicated in Market Notices
