SHORT DESCRIPTION: Additional Details for Implementation of NPRR1186

INTENDED AUDIENCE: All Market Participants

LONG DESCRIPTION: In reference to M-B060424-01 and M-B060424-02, this notice is intended to provide additional details related to the planned implementation timeline for NPRR1186. See below for additional details.

  • Real-Time Changes
    1. Introduces the requirement for a Qualified Scheduling Entity (QSE) representing an Energy Storage Resource (ESR) to telemeter a new quantity representing the next Operating Hour’s Ancillary Service Resource Responsibility for the ESR.
    2. Modifies the High Ancillary Service Limit (HASL) calculations used by Security Constrained Economic Dispatch (SCED) to account for State of Charge (SOC) required to support an ESR’s Ancillary Service Resource Responsibility for the remainder of the hour.
      • Energy Management Systems (EMS) will start calculating an ESR's updated HASL/Low Ancillary Service Limit (LASL) to be used in SCED dispatch based on current SOC telemetry points (SOC/Max/Min SOC) from around 4:30 PM on 06/27.
      • Telemetered Max/Min SOC values are validated against Registration data.
  • Market Changes
    • Introduces the requirement for a QSE representing an ESR to submit three new values in the Current Operating Plan (COP), including the Hour Beginning Planned SOC, Minimum State of Charge (MinSOC), and Maximum State of Charge (MaxSOC). The Hour Beginning Planned SOC values provided by a QSE through COP submittals will be accounted for in Reliability Unit Commitment (RUC) studies.
      • Market/COP Submissions related system changes (API/Market Manager) will be deployed and available for ESR COP submissions from around 4:30 PM on 06/27.
      • ESR COPs submitted for remainder of Operation Day 06/27 and for future Operating Days before the go-live should be resubmitted after the go-live from around 4:30 PM on 06/27.
      • All ESRs COP submissions with SOC fields populated are expected to be available on or before 8:00 PM on 06/27.
      • Non-ESR COP submissions should leave SOC fields blank otherwise COP submissions for Non-ESR resources will fail.
      • COP SOC fields are expected to have up to two decimals.
         

Note that the expected deployment times may vary depending on system conditions during implementation.

ACTION REQUIRED: QSEs that represent ESRs should prepare to submit COP fields and send the new telemetry related to NPRR1186 to ERCOT post go-live.
