SHORT DESCRIPTION: Implementation Details of NPRR1058, NPRR1131 and OBDRR040

LONG DESCRIPTION: On August 22, 2024, Protocol language associated with Nodal Protocol Revision Request (NPRR) 1058, Resource Offer Modernization, and NPRR1131, Controllable Load Resource Participation in Non-Spin; and Other Binding Document language associated with Other Binding Document Revision Request (OBDRR) 040, ORDC Changes Related to NPRR1131, Controllable Load Resource Participation in Non-Spin, will be implemented.
NPRR1058 allows all Resources to update their energy bids and offers in Real-Time within the Operating Hour to reflect their current costs; and creates a new 60-day report with a count of the number of times a Resource's Energy Offer quantity or price was updated within the Operating Hour. The QSE is required to submit a Reason for the update within the Operating Hour as part of the Market submission.
The new XML schema definition (XSD) file (“External_Web_Services_XSD_V1.27_NPRR1058”) and a revised version of the EIP External Interfaces Specification document (“EIP_External_Interfaces_Specification_v1_27”) have been posted on the XSD page of the ERCOT website. (Ref,: M-A072224-01 Posting of XSD files of Energy Offer Curves for Generation Resources and Energy Storage Resources (ercot.com). Note the XML technical change is an optional field to allow backward compatibility and minimize impacts to the QSE systems.
ERCOT expects to open Market Operations Test Environment (MOTE) for testing these changes on August 2, 2024. ERCOT will send a follow up Market Notice when MOTE is available with these changes.
NPRR1131 changes Controllable Load Resource participating in Non-Spinning Reserve Service (Non-Spin) from Off-Line to On-Line Non-Spin. Consistent with On-Line treatment, this NPRR also sets a bid floor of $75/ MWh for Controllable Load Resource capacity providing Non-Spin, equivalent to the offer floor for Generation Resources providing On-Line Non-Spin and adds the requirement that if the Qualified Scheduling Entity (QSE) also assigns Responsive Reserve Service (RRS) and/or Regulation Up Service (Reg-Up) to a Controllable Load Resource that has been assigned Non-Spin, there will be a bid floor for the sum of the RRS, Reg-Up, and Non-Spin Ancillary Service Resource Responsibilities of $75/MWh.
OBDRR040 supports the implementation of NPRR 1131 by removing Controllable Load Resources providing Non-Spin schedules and Regulation Service schedules from the Operating Reserve Demand Curve (ORDC) capacity calculations. in alignment with the standing deployment under NPRR1131.
ADDITIONAL INFORMATION: Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
