SHORT DESCRIPTION: Additional Reliability Analysis for CPS Energy (BRAUNIG_VHB1, BRAUNIG_VHB2, BRAUNIG_VHB3) Posted on the MIS Secure Area

LONG DESCRIPTION: On March 13, 2024, ERCOT received three (3) Notifications of Suspension of Operations (NSOs) for the following Generation Resources:
• CPS Energy (BRAUNIG_VHB1, BRAUNIG_VHB2, BRAUNIG_VHB3)
Additionally, an NSO with a revised suspension date for BRAUNIG_VHB3 was received on October 3, 2024. The NSOs indicate that, as of March 2, 2025, CPS Energy will indefinitely suspend operations of BRAUNIG_VHB3, and as of March 31, 2025, BRAUNIG_VHB1 and BRAUNIG_VHB2 will have operations indefinitely suspended.
Pursuant to ERCOT Protocols Section 3.14.1.2, ERCOT Evaluation Process, ERCOT conducted a reliability analysis that identified performance deficiencies for which these Generation Resources have a material impact under the criteria described in paragraph (3)(c) of that Section. Therefore, these Generation Resources are needed to support ERCOT System reliability. On April 22, 2024, ERCOT issued a Market Notice stating the results of this analysis and posted this analysis on the Market Information System (MIS) Secure Area. On December 2, 2024, ERCOT issued a Market Notice stating ERCOT has conducted additional analysis, including assessing alternatives to the proposed RMR Service and posted this analysis on the Market Information System (MIS) Secure Area.
To form a recommendation for the ERCOT Board of Directors regarding whether a Reliability Must-Run (RMR) Agreement for any of these Generation Resources is a cost-effective solution to remedy performance deficiencies, ERCOT has conducted additional analysis, including assessing the contract for the operation of Life Cycle Power's (LCP) mobile generators as an alternative to committing Braunig Unit 1 and Unit 2. This new additional analysis is also now available on the MIS Secure Area.
