OBDRR011 | ORDC OBD Revisions for PUCT Project 48551 | As directed by the Commissioners of the Public Utility Commission of Texas (PUCT) at the PUCT’s January 17, 2019 open meeting, this Other Binding Document Revision Request (OBDRR) modifies the ORDC to achieve a rightward shift in the Loss of Load Probability (LOLP) curve by 0.25 standard deviations in 2019 and another 0.25 standard deviations in 2020. To effectuate this change, this OBDRR revises the methodology for calculating the probability of reserves falling below the minimum contingency level (“PMBCL”) to shift the LOLP by a defined factor “S” multiplied by the standard deviation of the LOLP distribution. This OBDRR proposes to grey-box the change for 2020 until March 1, 2020, consistent with the Commissioners’ directive. With respect to determining the PMBCL and Real-Time Reserve Price Adders, this OBDRR also replaces season and time of day blocks with a blended curve for all seasons and hours, consistent with the Commissioners’ instruction. | 01/22/2019 | ERCOT | No | Methodology for Implementing Operating Reserve Demand Curve (ORDC) to Calculate Real-Time Reserve Price Adder | Approved

This value may be updated in the future if it creates any reliability issues or as more operational data and models for such Resources become available. The Performance, Disturbance, Compliance Working Group (PDCWG) reviewed these updates at their September 8, 2020 WebEx-only open meeting. | 10/02/2020 | NRG | No | Procedure for Calculating Responsive Reserve (RRS) Limits for Individual Resources | Withdrawn
OBDRR026 | Change Shadow Price Caps to Curves and Remove Shift Factor Threshold | This Other Binding Document Revision Request (OBDRR) makes certain congestion management changes for contingency constraints. No base case or Generic Transmission Constraint (GTC) pricing is affected by this OBDRR. This OBDRR 1) Changes the default Shadow Price caps to curves. The change lowers the value for small violations and raises the value for large violations; and 2) Removes the Shift Factor threshold as a factor for determining eligibility for Security-Constrained Economic Dispatch (SCED) consideration. Currently, a constraint is only eligible for resolution by SCED if at least one Resource exists that has a Shift Factor of greater than 2% or less than negative 2%. This OBDRR also proposes minor cleanup items and simplifications to Section 3, Elements for Methodology for Setting the Network Transmission System-Wide Shadow Price Caps. | 01/21/2021 | Independent Market Monitor (IMM) | No | Methodology for Setting Maximum Shadow Prices for Network and Power Balance Constraints | Withdrawn
OBDRR027 | Clarify Implementation Timeline for OBDRR023 | This OBDRR clarifies the implementation timeline for OBDRR023. As originally approved, the effective date for OBDRR023 was stated as “February 1, 2021 and upon system implementation of NPRR984.” NPRR984 will be implemented on October 1, 2021; accordingly, the effective date stated in OBDRR023 lacked clarity as it referenced two different dates. This clarifies that OBDRR023 will be implemented over two separate dates: a partial implementation on February 1, 2021, and implementation of the remaining language on October 1, 2021. Additionally, this OBDRR further clarifies that the footnote added by OBDRR023 in Section E, ERS Expenditure Limit, which is applicable only to the 2021 Emergency Reserve Service (ERS) budget year, will be deleted as of December 1, 2021, the start of the 2022 ERS budget year. | 02/02/2021 | ERCOT | No | Emergency Response Service Procurement Methodology | Approved |

OBDRR031 | Change Non-Spinning Reserve Service Deployment | This Other Binding Document Revision Request (OBDRR) makes two changes to Non-Spinning Reserve (Non-Spin) deployment to enhance Texas grid reliability. First, it changes the calculation for deploying Non-Spin currently based on High Ancillary Service Limit (HASL) less Generation less the forecasted 30-minute load ramp. The calculation is changed such that it includes Intermittent Renewable Resource (IRR) curtailment, which can often be several GW and can thus significantly affect the amount of generation that can be dispatched. It also changes the 30-minute load ramp to be 30-minute net load ramp, a more accurate measure of system generation dispatch need. Second, a new deployment condition is added when Physical Responsive Capability (PRC) is below 3,200 MW and is not expected to recover within 30 minutes. This will allow operators to deploy Non-Spin in advance of a potential Emergency Condition. A corresponding change in the recall of Non-Spin is also made. | 06/24/2021 | ERCOT | No | Non-Spinning Reserve Service Deployment and Recall Procedure | Approved |

OBDRR037 | Power Balance Penalty and Shadow Price Cap Updates to Align with PUCT Approved High System-Wide Offer Cap | At the December 2, 2021 Public Utility Commission of Texas (PUCT) Open Meeting, the PUCT Commissioners approved an amendment to P.U.C. SUBST. R. 25.505, Reporting Requirements and the Scarcity Pricing Mechanism in the Electric Reliability Council of Texas Power Region, to change the High System-Wide Offer Cap (HCAP) to a value of $5,000/MWh with an effective date of January 1, 2022. As a result of that rule change, this Other Binding Document Revision Request (OBDRR) changes the Power Balance Penalty Curve to cap the curve at $5,001/MWh, i.e., HCAP plus $1/MWh. This effectively means that the price on the curve will be at its maximum value at MW violations above 100 MW. This is similar to how the Power Balance Penalty Curve is adjusted when the Low System-Wide Offer Cap (LCAP) is in effect. This OBDRR also reduces the Generic Transmission Constraint Shadow Price cap for Base Case/Voltage Violations from $9,251/MW to $5,251/MW. Related changes are also proposed to grey-box language that describes how the Power Balance Penalty Price will work with the new HCAP upon implementation of Real-Time Co-optimization. Finally, a numerical example in Section 3.5.1 is updated to reflect the new HCAP value. | 12/14/2021 | ERCOT | No | Methodology for Setting Maximum Shadow Prices for Network and Power Balance Constraints | Approved
OBDRR038 | Minimum Contingency Level Updates to Align with PUCT Order | At the December 16, 2021 Public Utility Commission of Texas (PUCT) Open Meeting, the PUCT ordered ERCOT to change the minimum contingency level (“X”) used in the ORDC process from 2,000 MW to 3,000 MW, effective January 1, 2022. As a result of that PUCT directive, this Other Binding Document Revision Request (OBDRR) updates the parameter within the relevant methodology document. | 12/22/2021 | ERCOT | No | Methodology for Implementing Operating Reserve Demand Curve (ORDC) to Calculate Real-Time Reserve Price Adder | Approved
