• Review of January 2007 meeting notes and action items to ensure the agenda is complete.
• OGRRs:

188 - Generating Facility Model Validation for Conformance with NERC Field Test Standards:  This revision proposes to include new subsections for Generating Unit Model Validation requirements made necessary by virtue of ERCOT participation in the NERC Field Test Standards. These subsections are being proposed to address the requirements listed in the NERC Field Test Standards (MOD-026-1 ?Verification of Models and Data for Generator Excitation System Functions? and MOD-027-1 ?Verification of Generator Unit Frequency Response?).  These subsections are patterned after the current Western Electricity Coordinating Council (WECC) Generating Unit Model Validation Policy. (Posted for comments 11/21/06. LCRA and Calpine have commented to date.)

This OGRR has been remanded to OGRTF to develop a Special Task Force made up of all market segment participants which have interest in the proposed NERC Field Test Standards.

191 - Administrative Changes for March 1, 2007 Operating Guides:  This Operating Guide Revision Request (OGRR) proposes administrative changes to maintain Operating Guide consistency with ERCOT Protocols as allowed by Operating Guide Section 1.3, Process for Operating Guide Revision. This OGRR updates Protocol references in the Operating Guide to accurately reflect the current Protocol language as a result of the approval of PRR647, Gross and Net MW/Mvar Data Reporting by the ERCOT Board on January 16, 2007.  Minor administrative changes to Operating Guide language are also included.

192 - Combustion Turbine Governor Performance Test Forms:  This OGRR adds two new sections describing Combustion Turbine Governor Performance Testing Procedures based on actual and historical data. This OGRR provides additional instruction and submittal forms for Combustion Turbine Governor Performance Testing. (Posted for comments February 8, 2007)

• Draft Nodal Operating Guides:

Review and comment on draft Nodal Operating Guide Sections 3, 5, 6, 8, and 9.

• New Business:           

Discuss the Emergency Electric Curtailment Plan (EECP) Event

Realignment NPRR:  This NPRR synchronizes the Nodal Protocols with PRR682, EECP Event Realignment, which was approved by the ERCOT Board on November 14, 2006.  This revision implements the changes to EECP Steps to allow earlier communication of reliability concerns by ERCOT to Market Participants (MPs) and concerned entities
