Call to order and Antitrust Admonition

 

ERCOT strictly prohibits Market Participants and their employees who are participating in ERCOT activities from using their participation in ERCOT activities as a forum for engaging in practices or communications that violate the antitrust laws. The ERCOT Board has approved guidelines for members of ERCOT Committees, Subcommittees and Working Groups to be reviewed and followed by each Market Participant attending ERCOT meetings. If you have not received a copy of these Guidelines, copies are available at the Client Relations desk. Please remember your ongoing obligation to comply with all applicable laws, including the antitrust laws.

NOGRRs for review and language changes:

  • 104NOGRR Removal of Transmission Operator Definition from the Nodal Operating Guide. This Nodal Operating Guide Revision Request (NOGRR) proposes deleting the definition of Transmission Operator from the Nodal Operating Guides. [ERCOT] Language Review Still Tabled

·         109NOGRR Revisions to Definition of Credible Single Contingency for Operations Planning.  This Nodal Operating Guide Revision Request (NOGRR) revises the definition of Credible Single Contingency for Operations Planning to align with actual practice. [OWG] Language Review IA Review.

·         110NOGR Synchronization with NPRR529, Congestion Management Plan.  This Nodal Operating Guide Revision Request (NOGRR) synchronizes the Nodal Operating Guide with revisions proposed by NPRR529, Congestion Management Plan. [ERCOT] Language Review

·         111NOGRR Synchronization with NPRR527, Required Combined Cycle Telemetry for Operational Awareness and PDCWG Analysis.  This Nodal Operating Guide Revision Request (NOGRR) synchronizes the Nodal Operating Guide with NPRR527, Required Combined Cycle Telemetry for Operational Awareness and PDCWG Analysis, requires Combined Cycle Generation Resources to telemeter individual High Sustainable Limits (HSLs) for gas and steam turbines.  The HSLs for combustion and steam turbines were previously submitted in zonal and ERCOT requests this practice be resumed in the nodal. ·         112NOGRR Synchronization with NPRR517, Revisions to the Telemetry Standards and State Estimator Standards Approval Process.  This Nodal Operating Guide Revision Request (NOGRR) synchronizes the Nodal Operating Guide with revisions proposed by Nodal Protocol Revision Request (NPRR) 517 which revises the approving body for the Telemetry Standards from TAC to the appropriate TAC Subcommittee (ROS in this case) and revises the requirement for an annual update to an annual review.   [ERCOT] Language Review

·         528NPRR Clarification of Assessment of Chronic Congestion.  This Nodal Protocol Revision Request (NPRR) consolidates into one section, the steps ERCOT will take when active or binding transmission constraints are identified. [ERCOT] Review and respond to ROS in May or June.  Review comments submitted

·         529NPRR Congestion Management Plan.  This Nodal Protocol Revision Request (NPRR) defines Congestion Management Plan (CMP) and several subcategories such as a Mitigation Plan and a Remedial Action Plan (RAP) and clarifies actions to be taken when Security-Constrained Economic Dispatch (SCED) is unable to resolve a constraint causing a security violation. [ERCOT] Review and respond to ROS in May or June. Review comments submitted

1.       For group discussion - We may have a sample from Isabel Flores for verifying RARF data vs. Real-time Reactive testing each calendar year.

2.       Review the Credible Single Contingency assignment from ROS for completion.

3.       ERCOT has submitted NPRRs 528 and 529 to move their internal procedures for RAPs, PCAPs, TOAPs and MPs into the Protocols.   At its meeting last week, ROS asked OWG to consider the NPRRs and provide comments to ROS at either their May or June meeting.   Friday, WMS assigned them to CMWG with a request for them to return their comments to WMS in May. 

    • Proposed: we would like the official comment from OWG to go to ROS in June to give us more time to get comments from OWG members.
