ANTITRUST ADMONITION 

ERCOT strictly prohibits market participants and their employees who are participating in ERCOT activities from using their participation in ERCOT activities as a forum for engaging in practices or communications that violate the antitrust laws.  The ERCOT Board has approved guidelines for members of ERCOT Committees, subcommittees and working Groups to be reviewed and followed by each market participant attending ERCOT meetings.

1. March 7, 2005 me200504eting was short in duration due to the afternoon start of  the Practice Session for the Annual Training Seminar. Do to this, no actions were taken and reviews of OGRRs pending were deferred to the April 19th meeting.
   
2. Active OGRRs:  (Action Items in Bold)
   • 154 -- Generator Protection Requirements:  Describes the operating conditions under which generators should stay connected. (Wayne Kemper agreed to revise the OGRR to incorporate the myriad comments received on the web site and from the Working Groups)
     
   • 155 -- Section 3 Corrections and Clarifications:  Implements Protocol and Operating Guides reference corrections, Section title corrections, punctuation corrections, corrections to pre deregulation language, and defined term corrections. Removes redundant and unnecessary language. (TF to continue review and update process)
     
   • 163 -- State Estimator Observability and Redundancy Requirements:  This version includes sections 5 and 6 from the "State Estimator Observability and Redundancy Requirements" document, placed in the most appropriate Operating Guide section as determined by OGRTF, outlining ERCOT’s requirements and exemption process.  The sections have been added as new Operating Guide sections 8.1.6.2.1 and 8.1.6.2.2.      NEW OGRRs:
     
   • 164 -- Responsive Reserve MW Limit:  This OGRR is revisiting the original OGRR161, which was withdrawn by it’s sponsor Scott Wardle of OXY , to again discuss the feasibility of changing the limit of RRS on an individual Generation Resource from 20% of Net Generation Capability to 20% of Net Generation Capability or 50MW, whichever is greater.      ERCOT and PDCWG have provided comments, both again reaffirming that this may lead to system reliability issues for ERCOT, and possible violations to NERC Standards.
     
   • 165 -- Update Unit Telemetry Requirements:  ERCOT submits this OGRR to address Recommendation No.14 of Potomac Economics’ recommendations to improve ERCOT’s wholesale market design. Recommendation No.14 states that ERCOT should monitor a QSE’s ability to meet its Responsive Reserve Obligation in real-time.  Currently, capacity is monitored, but a unit’s ramp rate is not monitored. This revision will incorporate a unit’s ramp rate and Automatic Generation Control (AGC) status in the data provided to ERCOT. (TF to review posted comments)

4. Willms (LCRA/TO) -- Transmission/Generation Outage Coordination: John Jonte (OTF) has agreed to assist in drafting language for this OGRR:  Scheduling of "radial" substation facilities at generating resource & load substations.  OFT continued discussing Jerry Willms’ proposal on the opportunity for transmission outages taken within scheduled/approved or forced resource outages when such transmission outages do not change grid flow or impact congestion.
   
5. Storm Drill Training OGRR:  Steve Knapp currently writing OGRR requiring QSE participation in Drill. Rick Keetch proposed only QSEs that bid A/S be required to participate. (TF to discuss draft language and content)
