NOGRRs for review and language changes: · ROS approved the NOGRR043 (OWG comments) as amended by ROS. ROS directed OWG to resolve the issue relating to the language change made in Section 2.9.1, 1)b): (note turbines was revised to WGRs) A draft NOGRR will be submitted to address this issue. ERCOT Planning and Wind Coalition. · 060NOGRR Updating the Term Resource Plan to Current Operating Plan. This Nodal Operating Guide Revision Request (NOGRR) replaces the term Resource Plan with the term Current Operating Plan in the instance where the change in terminology was not previously made. [Luminant] IA Review · 061NOGRR Posting Requirement for Hydro-Responsive Testing. This Nodal Operating Guide Revision Request (NOGRR) changes the requirement for ERCOT to post a monthly report for hydro-responsive testing to a seasonal report, aligning the Nodal Operating Guides with the Protocols. [ERCOT] IA Review · 063NOGRR Additional Method for Submitting Back-up Control Plans. This Nodal Operating Guide Revision Request (NOGRR) provides for an additional method of submitting back-up control plans. [ERCOT] Language Review · 064NOGRR QSE Acknowledgement of VSS Dispatch Instructions. This Nodal Operating Guide Revision Request (NOGRR) revises language in Section 2.7.4.1 to be consistent with paragraph (3) of Section 2.2.10, Generation Resource Response Time Requirements. Section 2.7.4.1 requires Qualified Scheduling Entities (QSEs) to respond within two minutes of receipt of a Dispatch Instruction from ERCOT for Voltage Support Service (VSS) while paragraph (3) of Section 2.2.10 requires a response within five minutes. This Nodal Operating Guide Revision Request (NOGRR) aligns with NPRR336, Authorize ERCOT to Procure Additional RRS During Severe Cold Weather, which proposes to allow ERCOT to procure additional Responsive Reserve (RRS) during cold weather conditions. [TNMP] Language Review *Please note that WMS recommended rejection of NPRR336 · 066NOGRR ERCOT WAN Connection Termination Requirement. This Nodal Operating Guide Revision Request (NOGRR) deletes the requirement to terminate the Wide Area Network (WAN) connection at the Market Participant’s control center. [Luminant] Language Review *ERCOT comments were posted on 4/12 · 067NOGRR Review and Analysis of Turbine Speed Governor Performance. This Nodal Operating Guide Revision Request (NOGRR) provides a clearer explanation of the review and analysis performed by a Qualified Scheduling Entity (QSE) related to turbine speed Governor performance during periods of ERCOT System frequency deviations. It also changes the term frequency deviations to frequency disturbance events consistent with the scope of the Performance Disturbance Compliance Working Group (PDCWG). [Luminant Language Review · 068NOGRR Hydro-Responsive Reserve. This Nodal Operating Guide Revision Request (NOGRR) adds frequency requirement for the deployment of synchronous condenser fast response service to the Nodal Operating Guide. [ERCOT] ROS requested that PDCWG review this; however, OWG can choose to review and comment as well. · 315NPRR Revision of Responsive Reserve Measure to Net Dependable Capability. This Nodal Protocol Revision Request (NPRR) changes RRS Service 20% limit to check against Net Dependable Capability instead of High Sustained Limit (HSL). [Morgan Stanley] Review the PDCWG comments and respond to ROS/PRS. (OWG via ROS) · 334NPRR Incorporate Resource Limit for the amount of Regulation Service that may be provided from a Generation Resource during any Operating Hour. This Nodal Protocol Revision Request (NPRR) adds language to incorporate a percentage requirement limiting the amount of Regulation Service that Generation Resources may provide; and to provide for an annual ERCOT review of the percentage requirement limiting the amount of Regulation Service that Generation Resources may provide. [ERCOT] ROS requested that OWG review potential reliability issue. QMWG is also reviewing this NPRR. |
