ANTITRUST ADMONITION 

ERCOT strictly prohibits market participants and their employees who are participating in ERCOT activities from using their participation in ERCOT activities as a forum for engaging in practices or communications that violate the antitrust laws.  The ERCOT Board has approved guidelines for members of ERCOT Committees, subcommittees and working Groups to be reviewed and followed by each market participant attending ERCOT meetings.

  • Review the April 19th minutes for comments and approval.
  • Active OGRRs:  (Action Items in Bold)
    • 154 -- Generator Protection Requirements:  Describes the operating conditions under which generators should stay connected. (TF to discuss having a special meeting called to allow both TDSPs and QSEs to participate in a by-partisan discussion on the issues with this OGRR
    • 163 -- State Estimator Observability and Redundancy Requirements:  (TF to review the revised language from the April 19th OGRTF meeting in which TXU ED and ERCOT reconciled their previous concerns, these comments have been posted.)
    • 164 -- Responsive Reserve MW Limit:  This OGRR is revisiting the original OGRR161, which was withdrawn by it’s sponsor Scott Wardle of OXY , to again discuss the feasibility of changing the limit of RRS on an individual Generation Resource from 20% of Net Generation Capability to 20% of Net Generation Capability or 50MW, whichever is greater. (TF agreed at the April 19th meeting to again reject this OGRR based on findings from the PDCWG on system reliability and stability. This OGRR will, however, go to the TAC to be fully vetted.)
    • 165 -- Update Unit Telemetry Requirements:  ERCOT submits this OGRR to address Recommendation No.14 of Potomac Economics’ recommendations to improve ERCOT’s wholesale market design. Recommendation No.14 states that ERCOT should monitor a QSE’s ability to meet its Responsive Reserve Obligation in real-time.  Currently, capacity is monitored, but a unit’s ramp rate is not monitored. This revision will incorporate a unit’s ramp rate and Automatic Generation Control (AGC) status in the data provided to ERCOT. (TF to review  comments from ERCOT)
    • 166 -- Double Circuit Contingencies:  This change would allow ERCOT to consider double circuits as a single contingency for capacity commitment decisions, ERCOT would not consider the double circuit as a single contingency for energy deployment except under special circumstances. (TF to review comments from TXU, Austin, and LCRA)
    • 167 -- LaaR Underfrequency Relay Interruption Time:  Adds LaaR interruption total time limit of 30 cycles including all relay and breaker interruption times to OPG 2, Section 2.5.2.3 Types of Responsive Reserve. (TF to review posted comments) 
  • Review of Protocol changes vs. Protocol references in the Guides:  (TF to continue review and update as necessary)

Old Business:

  • Willms (LCRA/TO) -- Transmission/Generation Outage Coordination: John Jonte (OTF) has agreed to assist in drafting language for this OGRR:  Scheduling of "radial" substation facilities at generating resource & load substations.  OFT continued discussing Jerry Willms’ proposal on the opportunity for transmission outages taken within scheduled/approved or forced resource outages when such transmission outages do not change grid flow or impact congestion.
    • Storm Drill Training OGRR:  Steve Knapp currently writing OGRR requiring QSE participation in Drill.
    • ERCOT - Leo Villanuevea working on completing the annual Firm Load Shed Table in the Operating Guides. 
    • ERCOT - Jeff Gilbertson to create a draft OGRR to change the OGRR process so that an OGGR can not be withdrawn after the ROS has taken action on it. Additionally, the TF agreed that it may be beneficial to go to a "gray box" similar to the Protocols for approved future changes to the Operating Guides. (Jeff to investigate this proposal) 
    • ERCOT - Jeff Gilbertson will keep a placeholder in the Operating Guides for adding a Quick Start Testing Form as outlined in PRR588. 

New Business:

  • Next OGRFT meeting will be on June 21st at the Met Center in Austin, Room 161, from 10:00 to 16:00.
