NOGRRs for review and language changes:

·        065NOGRR Authorize ERCOT to Procure Additional RRS During Severe Cold Weather. This Nodal Operating Guide Revision Request (NOGRR) aligns with NPRR336, Authorize ERCOT to Procure Additional RRS During Severe Cold Weather, which proposes to allow ERCOT to procure additional Responsive Reserve (RRS) during cold weather conditions. [TNMP] Language Review: *Please note: WMS recommended rejection of NPRR336 Tabled and sent back to OTF for further actions.

·        NPRR336 Authorize ERCOT to Procure Additional RRS During Severe Cold Weather. This Nodal Protocol Revision Request (NPRR) allows ERCOT to procure additional Responsive Reserve (RRS) during cold weather conditions. [TNMP] Language Review

·        067NOGRR Review and Analysis of Turbine Speed Governor Performance. This Nodal Operating Guide Revision Request (NOGRR) provides a clearer explanation of the review and analysis performed by a Qualified Scheduling Entity (QSE) related to turbine speed Governor performance during periods of ERCOT System frequency deviations.  It also changes the term frequency deviations to frequency disturbance events consistent with the scope of the Performance Disturbance Compliance Working Group (PDCWG). [Luminant Language Review

[Luminant]Language Review

·        070NOGRR Synchronization with NPRR356, EEA Changes Related to Dispatch Instructions and BLTs.  This Nodal Operating Guide Revision Request (NOGRR) synchronizes the Nodal Operating Guides with Nodal Protocol Revision Request (NPRR) 356 EEA Changes Related to Dispatch Instructions and BLTs, which changes the need to issue Dispatch Instructions to suspend any ongoing ERCOT-required generating unit or Resource performance testing and moves the requirement to inquire about the availability of Block Load Transfers (BLTs) from Energy Emergency Alert (EEA) Level 2A to EEA Level 2B. [ERCOT] Language Review: Need to align the NOG language with the changes in NPRR356 which were approved by PRS.

·        071NOGRR Synchronization with NPRR362, Changes to PRC Calculation.  This Nodal Operating Guide Revision Request (NOGRR) synchronizes the Nodal Operating Guides with Nodal Protocol Revision Request (NPRR) 362, Changes to PRC Calculation, which proposes to properly reflect the current Responsive Reserve (RRS) which is supplied from Load Resources into the PRC calculation.  NPRR362 also deletes the method for calculating the PRC from Energy Emergency Alert (EEA) Levels 1 and 2.  [ERCOT] Language Review: Needs to follow NPRR.

·        073NOGRR Entity Responsible for Load Shed During EEA Level 3.  This Nodal Operating Guide Revision Request (NOGRR) clarifies who is responsible to shed Load during an Energy Emergency Alert (EEA) Level 3 event.  This NOGRR also clarifies that ERCOT is responsible for directing Load shedding. (NPGRTF) Language Review

·        074NOGRR Clarified Responsible Entities for Reporting Sabotage Information to NERC. .  This Nodal Operating Guide Revision Request (NOGRR) adds Entities responsible for notifying North American Electric Reliability Corporation (NERC) or other governmental agencies of a threat of sabotage.  [NPGRTF] Language Review

·        075NOGRR Synchronization with NPRR363, Revision to EEA Level 2B ERCOT Requirements during the EILS VDI.  Revision Description This Nodal Operating Guide Revision Request (NOGRR) synchronizes the Nodal Operating Guides with Nodal Protocol Revision Request (NPRR) 363, Revision to EEA Level 2B ERCOT Requirements During the EILS VDI, which adds an additional requirement for ERCOT to indicate which time period is being dispatched during their Emergency Interruptible Load Service (EILS) Verbal Dispatch Instruction (VDI) to the Qualified Scheduling Entity (QSE) Hotline during EEA Level 2B. [APX] Language Review; Needs to follow NPRR.

·        365NPRR Change in Resource Outage Approvals from ERCOT (Vote) Motion was made request that OWG and QMWG to form a Joint Task Force to discuss pros and cons relating to this NPRR.  Suggest language to improve the NPRR.  Sherry Looney and Frank Owens need to discuss the formation of the joint task force. Joint Task Force Met on June 1st and submitted Pros and Cons list to ROS.

·        369NPRR Black Start Service Requirement Revisions.  This NPRR allows ERCOT to conduct unannounced testing of Black Start Resources and further proposes language changes that would allow a Resource Entity representing a contracted Black Start Resource to request that an alternate Generation Resource substitute in place of the Black Start Resource if the alternate Generation Resource meets testing and verification under established qualification criteria to ensure Black Start Service.  [ERCOT] Language Review
