• When not providing RRS or Regulation: All Resources (incl ESRs and CLRs) should have same min PFR ramp rate (based on slowest GR PFR ramp rate), +/-36 mHz frequency deadband, and max 5% droop.

• When providing RRS or Regulation: Resources (including CLRs?) have the option to provide RRS-PFR in one of the following ways (with droop setting tied to % of HSL that wants to provide RRS-PFR):

• • • +/-17 mHz frequency deadband with min PFR ramp rate as in (1) above, or

• • • +/-36 mHz frequency deadband with PFR MW amount provided in 0.5 seconds

• • • For CLRs only: +/-36 mHz frequency deadband (already in place I believe) and PFR ramp rate as in (1) above.
