NOGRRs for review and language changes:

·         065NOGRR Authorize ERCOT to Procure Additional RRS During Severe Cold Weather. This Nodal Operating Guide Revision Request (NOGRR) aligns with NPRR336, Authorize ERCOT to Procure Additional RRS during Severe Cold Weather, which proposes to allow ERCOT to procure additional Responsive Reserve (RRS) during cold weather conditions. [TNMP] IA Review.

·         NPRR336 Authorize ERCOT to Procure Additional RRS During Severe Cold Weather. This Nodal Protocol Revision Request (NPRR) allows ERCOT to procure additional Responsive Reserve (RRS) during cold weather conditions. [TNMP] Language Review.

·         067NOGRR Review and Analysis of Turbine Speed Governor Performance. This Nodal Operating Guide Revision Request (NOGRR) provides a clearer explanation of the review and analysis performed by a Qualified Scheduling Entity (QSE) related to turbine speed Governor Performance during periods of ERCOT System frequency deviations.  It also changes the term frequency deviations to frequency disturbance events consistent with the scope of the Performance Disturbance Compliance Working Group (PDCWG). ·         076NOGRR Synchronization with NPRR298 and New Format for Black Start Plans.  This Nodal Operating Guide Revision Request (NOGRR): Synchronizes the Nodal Operating Guides with Nodal Protocol Revision Request (NPRR) 298, New Definitions Related to Black Start and Clarification to the Hourly Standby Fee Payments for Black Start Resources (formerly New Definitions Related to Black Start), which introduced new black start terminology and corrected the acronym related to the Hourly Standby Fee Payment.  NPRR298 was approved by the ERCOT Board on April 19, 2011; Introduces new black start terminology to the Nodal Operating Guides; Creates a requirement for all Transmission Operators (TOs) to submit their Black Start Plans to ERCOT by November 1 of each year; and Introduces a template for Black Start Plans to the Nodal Operating Guides. [BSWG] IA Review ERCOT will verify that no conflict exists with other sections.

·         077NOGRR Synchronization with NPRR379, EILS Dispatch Sequence and Performance Criteria Upgrades. This Nodal Operating Guide Revision Request (NOGRR) synchronizes the Nodal Operating Guides with Nodal Protocol Revision Request (NPRR) 379, EILS Dispatch Sequence and Performance Criteria Upgrades, which provides ERCOT Operators with enhanced flexibility for managing grid conditions during an Energy Emergency Alert (EEA) by requiring dispatch of EILS prior to or in conjunction with dispatch of Load Resources providing Responsive Reserve (RRS) in EEA Level 2. Operations Task Force Report Possible review of Draft NOGRR on Voltage Profile issues and Severe Weather Drill update.

Compliance Report Compliance Report David Penney (TRE), reported that TRE is not doing a report of the severe weather drill (refer to Nodal Operating Guides section 1.5.4 ERCOT Severe Weather Drill). TRE explained process of the Event Analysis Reports and lessons learned.  TRE collected Appendix A forms from all the entities due to an Event Analysis, they have an observation group for review, they also work with the entities for lessons learned, and the reports are sent to NERC for approval and publishing in the NERC website. TRE published the lessons learned to their website.

OWG will sponsor a NOGRR to review 1.5.4 to add the appropriate party.

LCRA will review the ERCOT, NERC and PUC requirements.
