NPRRxx Draft section 19

ERCOT Update: expressed concern that the current Nodal Protocol section 19 does not completely support the current Texas SET process for submitting emergency changes for the SAC04 codes. The way the Protocol is currently written creates questions about the proper use of the emergency designation from higher level ERCOT governing bodies
