Antitrust Admonition

ERCOT strictly prohibits market participants and their employees who are participating in ERCOT activities from using their participation in ERCOT activities as a forum for engaging in practices or communications that violate the antitrust laws.  The ERCOT Board has approved guidelines for members of ERCOT Committees, subcommittees and working Groups to be reviewed and followed by each market participant attending ERCOT meetings.

ERCOT Operations Issues

a)      WGRPP Forecast process improvements transition from email delivery to more reliable and secure format. After internal discussion with IT and Operations staff, ERCOT concludes that the most logical design for the long-haul is XML format as being deployed for Nodal.  By replicating this process for zonal ERCOT can deploy the service sooner than a .CSV format.  AWS is deploying the XML format for nodal so deployment for Zonal will be expedited by leveraging off of nodal interfaces with AWS.

a.       In summary, ERCOT’s reasoning behind this approach is:

i.      AWS forecast posting using XML has been developed and tested in Nodal.

ii.      The most effective way to meet the QSE needs is to replicate the Nodal design in Zonal.

iii.      Replicating the Nodal design gives support personal at both the QSE and ERCOT the advantage of only having one solution to maintain.

iv.      When Nodal goes into production the same business and support processes will be used as in Zonal.

v.      ERCOT can deliver this service earlier than otherwise by replicating what is in Nodal.

vi.      Moving away from the Nodal design will cause the delivery to slip into late Q1 2009.

b.      ERCOT will provide specifications for QSEs to program their API/XML queries and other supporting documentation. 

b)      WGRPP Forecast accuracy analysis

c)      Non-spin deployments from off line units How will multiple deployments during a 24 hour period be handled?  Minimum down time may affect a generator from meeting obligations.

d)      ERCOT to honor the ramp rate constraints of a QSE when ERCOT ends an OOME instruction.  Draft SCR proposed by Austin Energy for review.
