This Nodal Operating Guide Revision Request (NOGRR) proposes language changes to align rating terminology in the Nodal Operating Guides with the terminology in the Nodal Protocols. Utilization of the same verbiage helps alleviate communication issues and also removes the possible interpretation of additional rating requirements.
Reason:
Currently there are three defined ratings in the Nodal Protocols: Normal Rating, Emergency Rating, and 15-Minute Rating. Requirements for use of the three ratings are contained throughout the Nodal Protocols. In the Nodal Operating Guides there are three defined ratings: Continuous Rating, Emergency Rating, and 15-Minute Rating. Requirements for the use of these ratings are contained throughout the Nodal Operating Guides and are Nodal Operating Guide embodiments of the Nodal Protocol requirements for Normal Rating, Emergency Rating, and 15-Minute Rating, respectively. Additionally, there is a distinction between Transmission Facility and Transmission Element as it pertains to the Ratings definition. The use of the term Transmission Facility is more encompassing than the term Transmission Element. Per the Nodal Protocols, Ratings pertain to Transmission Elements. This NOGRR proposes a corresponding revision to the Nodal Operating Guides.
