Description: This Nodal Operating Guide Revision Request (NOGRR) clarifies the responsibilities of the Black Start Resource and the Qualified Scheduling Entity (QSE) representing the Black Start Resource. It also clarifies language related to the Transmission Operator’s (TO’s) local Black Start plans and the QSE's Black Start procedures.
Reason: The local Black Start plan is developed by the appropriate TO and then is incorporated into the ERCOT Black Start Plan. The QSE provides a support role, as needed, during a Partial Blackout or a Blackout of the ERCOT System but may not be directly involved in the initial activities associated with a Black Start Resource when TOs and ERCOT are communicating directly with the Black Start Resource.
