Description: Revise how CRRs may be offered in the CRR Auctions. CRRs may be bid in CRR Auctions and may be allocated in any time-of-use block. However, CRR bid awards and allocations for a one-month strip of 7x24 block will be split into one-month strips of the 3 other blocks and may be offered into subsequent CRR Auctions as the 3 separate block offers but not as a single 7x24 block.
Reason: The vendor (Nexant) CRR system does not support the flexibility of offering a one-month strip of 7x24 block allocated or awarded in a previous auction as (i) a 7x24 block or (ii) any of the 3 other blocks that make up the 7x24 block. Vendor estimates a cost of $325,000 for adding this flexibility to their system due to required fundamental changes in the following: data interfaces; Market User Interface functionality (new Java based editor, bilateral trading system): Market Operator Interface functionality; Database Subsystem; testing; and documentation.
