Description:	This NPRR removes the requirement to employ a pseudo resource from the SCED Process in Section 6.5.7.3.
Reason:	The purpose of proceeding with this NPRR is to remove the pseudo resource concept from the ongoing ERCOT Business Requirements and Conceptual Design process to avoid waste of time and effort by the ERCOT Nodal Project Teams.
