Description: This Nodal Protocol Revision Request (NPRR) removes the Pre-Assigned Congestion Revenue Right (PCRR) release concept, replacing it with a process in which a fraction of the previously allocated or awarded CRRs are factored into the determination of available network capacity for a CRR auction.
Reason: ERCOT proposes to remove the "release mechanism" language in the protocols as the existing CRR System design provides a more elegant solution. This revision is necessary to comport the Protocols with current CRR system design.
