Description: This Nodal Protocol Revision Request (NPRR) changes the Protocols to allow Load Resources that are not Controllable Load Resources to provide Non-Spin. The NPRR largely reinstates Protocol requirements that were in place during the first five years of the Nodal Market implementation that were subsequently changed to enable Controllable Load Resource participation in Security-Constrained Economic Dispatch (SCED) and Non-Spin. Additionally, it also incorporates market design changes that have been made for the Operating Reserve Demand Curve (ORDC) and Reliability Deployment Price Adder process when deploying Ancillary Services from Load Resources that are not Controllable Load Resources.
