Description:
This Nodal Protocol Revision Request (NPRR) establishes the specific timing of the WGR’s HSL update to ERCOT and specifies that, when not curtailed, the WGR’s HSL should equal the WGR’s current meter reading.
Reason:
This NPRR will provide a clear and consistent mechanism to signal the need for active action by WGRs to curtail their output when ERCOT is Dispatching them below their HSL. The current wording does not specify the timing of the HSL updates and continuous updates to ERCOT would be expected. If the updates change every cycle, then there is no way of knowing the HSL value that ERCOT is using in the Security-Constrained Economic Dispatch (SCED) calculation for Base Points. Thus the curtailment trigger of comparing the ordered Base Point to the HSL will not be consistently applied. This revision insures that the HSL used by SCED is known to the WGR.
