Description: This Nodal Protocol Revision Request (NPRR) adds language to clarify the purpose of registering Block Load Transfers (BLTs) and to specify the instances of Load transfer between Control Areas for which registration is required or when optional. The proposed revision clarifies the role of Market Participants regarding registering a BLT and related roles.
Reason: BLTs occur generally in connection with Planned or Forced transmission or distribution Outages. Transfers are performed to facilitate Planned Outages for construction and maintenance and for localized Forced Outage recovery. This NPRR clarifies the registration process in light of these instances.
