Synchronize Nodal Protocols with PRR787, Add Non-Compliance Language to QSE Performance Standards (formerly "Add Violation Language to QSE Performance Standards")
To recommend approval of NPRR256 as amended by the 11/1/10 ERCOT comments and as revised by TAC and to recommend a priority of Medium to the grey-boxed language
To endorse and forward 9/30/10 STEC comments as revised by PRS and the Impact Analysis to TAC. PRS then voted to recommend a priority of Medium for the grey-boxed language
This Nodal Protocol Revision Request (NPRR) aligns the Nodal Protocols with changes implemented from Protocol Revision Request (PRR) 787, Add Non-Compliance Language to QSE Performance Standards (formerly "Add Violation Language to QSE Performance Standards"), approved by the ERCOT Board on 8/18/09, and addresses the exclusion of Generation Resource Energy Deployment Performance (GREDP) during testing periods . This NPRR also addresses timing discrepancies in updating Resources’ Ancillary Service Schedule during qualification testing. As various questions currently being discussed through the Qualified Scheduling Entity (QSE) Managers Working Group (QMWG) and Nodal Advisory Task Force (NATF) are addressed by ERCOT regarding performance metrics as outlined in Nodal Protocol Section 8, Performance Monitoring, it is envisioned that additional changes from those discussions will be incorporated into this NPRR.
Reason:
To align the Nodal Protocols with PRR787 and exempting Generation Resources from GREDP calculation during testing and qualification periods. Current Nodal Protocols also call for updating Ancillary Service Schedule during qualification differently than when monitoring Ancillary Service performance - this NPRR synchronizes those updates to use the same timeline. As various questions currently being discussed through the QMWG and NATF are addressed by ERCOT regarding performance metrics as outlined in Section 8, it is envisioned that additional changes from those discussions will be incorporated into this NPRR.
