This Nodal Protocol Revision Request (NPRR) adds language to specify that for a new Point of Interconnection (POI), Generation Resources must comply with provisions of Other Binding Documents (OBDs), Section 3.15, Voltage Support, and Nodal Operating Guide Section 2.9, Voltage Ride-Through Requirements for Generation Resources, based upon the execution date of the most recent Standard Generation Interconnection Agreement (SGIA). For existing Generation Resources with more than one POI, compliance with these requirements is based on the execution of the SGIA relative to the POI where the Generation Resource is electrically connected. This NPRR also revises the definition of POI to clarify that the POI is determined by the voltage level and substation, rather than the location, of the relevant interconnection.
Reason:
Some Nodal Protocol requirements applicable to Generation Resources are based upon the date of execution of the SGIA between the Resource owner and the Transmission Service Provider (TSP). For Resources with more than one POI, the question arises which SGIA date should be used to determine applicability of such requirements to the Resource. The Multiple Interconnections for Generators Task Force (MIGTF) recommended that the date of the original SGIA be binding for this purpose. The MIGTF recommendation was endorsed by the Reliability and Operations Subcommittee (ROS), Wholesale Market Subcommittee (WMS), and Technical Advisory Committee (TAC). This NPRR clarifies which Nodal Protocol and OBD requirements are applicable to an existing Generation Resource’s new or multiple POIs.
