Description: This Nodal Protocol Revision Request removes the requirement for ERCOT to develop a methodology, subject to Technical Advisory Committee (TAC) approval, to determine the optimal frequency bias for given system conditions.
Reason: The responsibility for determining a methodology for frequency bias falls upon ERCOT pursuant to its roles as North American Electric Reliability Corporation (NERC) Balancing Authority and Reliability Coordinator for the ERCOT Region. See NERC Reliability Standard BAL-003-0.1b, Frequency Response and Bias. ERCOT will continue to consider input from the Performance, Disturbance, Compliance Working Group (PDCWG) or directly from TAC regarding the frequency bias methodology and the bias number calculated pursuant thereto. However, the requirement to obtain TAC approval is being eliminated to ensure that the Nodal Protocols provide ERCOT with the necessary discretion to carry out this Balancing Authority/Reliability Coordinator responsibility.
