Description: | This Nodal Protocol Revision Request (NPRR) adjusts the power factor criteria for Generation Resources to align with actual Generation Resource capabilities. |
Reason: | The current power factor criterion has the requirement for .95 power factor lagging for a Generation Resource at all voltage levels. In reality a Generation Resource cannot produce .95 lagging power factor at system high Voltage Profiles due to the resulting high voltages on the low side of the Generator Step-Up (GSU) and the associated downstream generation equipment. Likewise, the current power factor criterion has the requirement for .95 leading power factors for a Generation Resource at all voltage levels. In reality, a Generation Resource cannot produce .95 leading power factors at system low Voltage Profiles because of creating low voltages on the low side of the GSU and the associated downstream generation equipment. This NPRR adjusts the Generation Resource power factor criteria to .97 and 1.03, which is more in line with actual system performance. |
