Description: This Nodal Protocol Revision Request (NPRR) extends existing reporting requirements for Mothballed Generation Resource return-to-service probabilities, Generation Resources with associated Load, and Switchable Generation Resources, from five to ten years.
Reason: On April 19, 2011, the ERCOT Board approved Planning Guide Revision Request (PGRR) 002, New Planning Guide Section 2, Definitions and Acronyms, and Section 8, Planning Reserve Margin (PRM) and Associated Change Process for the PRM (formerly "New Planning Guide Section 2, Definitions and Acronyms, and Section 8, Planning Reserve Margin") which requires the "Capacity, Demand and Reserves (CDR)" report to be produced for a ten year reporting horizon. ERCOT currently bases the calculation for years six through ten on the reported data for year five for Mothballed Generation Resource return-to-service probabilities, Private Use Networks and Switchable Generation Resources. This NPRR extends existing reporting requirements for these inputs to the CDR calculation to the full ten year horizon in order to provide more appropriate inputs to that calculation.
