Description: | This Nodal Protocol Revision Request (NPRR) will require all Resource Forced Outages to be entered into the Outage Scheduler. |
Reason: | This NPRR is needed increase operational awareness of ERCOT and provide more accurate and timely responses to Requests for Information (RFIs) to the Public Utility Commission of Texas (PUCT), Texas Reliability Entity (Texas RE) and other regulatory agencies on outaged Resource capacity. The existing Protocols allow a two-hour exemption for Forced Outages on Resources and Transmission Facilities, but during the February 2011 weather event, ERCOT was required to send RFIs to accurately confirm Resource Forced Outages that occurred, as they were not recorded in the ERCOT Outage Scheduler. The lack of timely Resource Forced Outage information hindered operation of the ERCOT System. In addition, the RFI process delayed reporting and created additional work for both ERCOT and Market Participants. |
