Description: This Nodal Protocol Revision Request (NPRR) creates a High Ancillary Service Limit (HASL) Offset option that allows Qualified Scheduling Entities (QSEs) to move their HASL to a lower MW value if desired. The HASL Offset is added to other Ancillary Services being provided by the Resource to develop the HASL change.
Reason: Currently the HASL calculation is performed by ERCOT and may require the Resource to operate in an undesirable range. The only current method of correcting this is to artificially move the High Sustained Limit (HSL) of the Resource down. The HSL change artificially limits the quantity of Responsive Reserve (RRS) the Resource can provide. This offset will allow the QSE to reflect an accurate HSL and still operate the Resource in a desirable range.
