Description:
This Nodal Protocol Revision Request (NPRR) adds a requirement for the Qualified Scheduling Entity (QSE) of a Generation Resource committed by the Reliability Unit Commitment (RUC) process to submit an Energy Offer Curve that prices all energy from Low Sustained Limit (LSL) to High Sustained Limit (HSL) at the System-Wide Offer Cap (SWCAP) for RUC committed intervals. When Generation Resources are committed in the Day Ahead or during the Adjustment Period in the RUC process, the QSE shall submit an Energy Offer Curve for the Generation Resource that meets the above requirements no later than the end of the Adjustment Period immediately preceding the Operating Period that includes an Operating Hour coincident with the first hour of the RUC Dispatch Instruction.
QSE updates to an Energy Offer Curve entered at the end of the Adjustment Period become effective in ERCOT systems at the start of the next Operating Period. Therefore, if a Generation Resource is committed by an ERCOT Operator issued Verbal Dispatch Instruction(VDI) for the Operating Hour in the immediate Operating Period, then it is expected that the QSE shall submit an Energy Offer Curve that meets the requirements described above as soon as reasonably practicable after receipt of the VDI.
ERCOT systems will not validate that the Energy Offer Curve for RUC-committed Generation Resources meet the requirements described above. QSEs are solely responsible to make the submission changes needed to implement the Protocol requirements described in this NPRR.
