This NPRR proposes changes to the language that was approved by the ERCOT Board on July 17, 2012 as part of NPRR 469. Specifically, consideration of Direct Current Tie (DC Tie) lines for Constraint Competitiveness Tests (CCTs) is updated such that full import capability is counted towards the export side of a constraint but zero MW are counted on the import side of a constraint. The language is also updated such that planned transmission and Resources Outages are not included in the Long-Term CCT.
Reason:
The purpose of this NPRR is to better align the Protocol language with the intended process discussed between ERCOT and the Market Participants through the Congestion Management Working Group (CMWG).
