Description: This Nodal Protocol Revision Request (NPRR) removes the Verifiable Cost Manual revision process from Section 5.6.1. In conjunction with this revision, the Verifiable Cost Manual was revised to incorporate a change control process analogous to the common process used in ERCOT Protocols and market guides.
Reason: The current Verifiable Cost Manual change control process requires that ERCOT post approved changes to the ERCOT website within one Business Day after approval and lacks sufficient detail regarding effective dates and assessment of impacts to ERCOT. As is the case with the ERCOT Protocols and market guides, a revision to the Verifiable Cost Manual may require ERCOT to modify its systems or business practices. Information regarding impacts should be available for consideration by stakeholders when reviewing any revision request. Accordingly, ERCOT proposes that the common ERCOT Protocol and market guide change control process be adopted for the Verifiable Cost Manual. This change control process is familiar to stakeholders, is appropriately detailed, and provides a more reasonable review and posting timeline.
