Description: This Nodal Protocol Revision Request (NPRR) modifies Section 6.6.11.1 to provide that Emergency Response Service (ERS) offers will be awarded at the market clearing price rather than on a pay-as-bid process.
Reason: A market clearing price mechanism will provide for more efficient market outcomes than pay-as-bid. ERCOT has authority under P.U.C. Subst. R. 25.507(e)(1) to implement a market clearing price mechanism. As stated by the Public Utility Commission of Texas (PUCT) in its order adopting amendments to PUC Subst. R. 25.507, "The concept of establishing a market clearing price mechanism would appear to have the potential for solving some problems that exist in establishing prices for the service, and the commission encourages ERCOT staff to expeditiously explore the feasibility of implementing such a mechanism."
