Description: This Nodal Protocol Revision Request (NPRR) clarifies the use of Regulation Service by Generation Resources electing to use the Reliability Unit Commitment (RUC) Resource buy-back provision, which was added to the Protocols by NPRR416, and proposes new language to allow carrying of Regulation Service on Generation Resources exercising the RUC Resource buy-back provision upon system implementation.
Reason: As amended by NPRR416, the Protocols are unclear as to whether a Qualified Scheduling Entity (QSE) may carry Regulation Service on a Generation Resource for any hours during which the QSE has already bought back a RUC commitment for the Generation Resource (ONOPTOUT Resource Status). The changes contained herein are intended to clarify that a Generation Resource telemetering an ONOPTOUT Resource Status may provide Regulation Service. However, because this functionality would require further system changes, and because it is preferable to implement the Resource buy-back provision as soon as possible, the Protocols should be clarified to prohibit QSEs from carrying Regulation Service on Resources with an ONOPTOUT Resource Status until ERCOT can implement the system changes allowing Regulation Service to be carried on a Resource with ONOPTOUT status.
