Description: This NPRR establishes a process to set the Mitigated Offer Cap for RMR Units that is consistent with the adopted policy of ensuring that out-of-market units do not interfere with market outcomes. The proposed language provides ERCOT with a flexible process to set and update a Mitigated Offer Cap for RMR Units that allows Security-Constrained Economic Dispatch (SCED) to Dispatch RMR Units for congestion as far back in the Dispatch order as possible but well below the System-Wide Offer Cap (SWCAP). The value of the Mitigated Offer Cap for RMR Units, and any subsequent changes, will be communicated to Market Participants through a Market Notice.
