Description:	This OGRR completely revises the OGRR process to be similar to the PRR process in Protocol Section 21. Specifically, this OGRR:1. Adds an Impact Analysis requirement to Operating Guide change control process.2. Allows the submitter to withdraw an OGRR only before OWG issues a recommendation.3. Allows ROS to reject an OGRR and notify TAC, rather than recommend a rejection to TAC.4. Clarifies that if OWG cannot reach a consensus on an OGRR, ROS is required to resolve the issue.5. Transfers responsibility for Protocol consistency determination from PRS to OWG.6. Requires ERCOT Board approval of OGRRs with an ERCOT system or staffing impact.
Reason:	Consistency with the Protocols and other market guides will simplify and clarify the process, as well as create transparency for all Market Participants.
