Description: | This Operating Guide Revision Request (OGRR) is proposed to address NERC Standard requirements. NERC Standards require the development, maintenance, and implementation of formal policies and procedures to provide for transmission reliability. Specifically to be included is designation of responsibility for switching transmission elements. The specific requirement is Requirement # R6.3 of NERC Standard TOP-004-0, presently in effect, and the same requirement number in NERC Standard TOP-004-1 to be effective October 1, 2007. |
Reason: | The ERCOT Protocols and Operating Guides do not have clear, documented indication as to who, if anyone, is responsible for transmission switching duties and how they are coordinated. This revision is proposed to address NERC Standard requirements. |
