This section contains guides and documentation to assist Transmission Service Providers (TSPs), Distribution Service Providers (DSPs), and Interconnecting Large Load Entities (ILLEs) through the Batch Zero interconnection process for Large Loads to the ERCOT System. Entities wishing to interconnect a load facility of 75 MW or greater through the Batch Zero process should consult PGRR145 to determine their eligibility path. The guides and documents on this page are used as part of the interconnection process.

PGRR145, Batch Zero Process for Large Load Interconnections (Board Report version), defines the requirements and processes used to facilitate Large Load Interconnections through the Batch Zero process.
This document shows the Batch Zero submission and validation process highlighting key submission milestones, deadlines and the main responsibilities for each Interconnecting Large Load Entity (ILLE), Interconnecting TSP (TSP), Interconnecting DSP (DSP), and ERCOT. It also provides information about ERCOT communication and submission channels.

This Section 9.2.2.(3) Form must be completed by the Interconnecting Transmission Service Provider (TSP) for a Large Load that has a dynamic stability study on or before July 10, 2026. The Interconnecting TSP provides this Form in accordance with Electric Reliability Council of Texas, Inc.’s Planning Guide Section 9.2.2(3) as stated in PGRR145, Batch Zero Process for Large Load Interconnections. All fields must be completed unless otherwise noted. This Form must be returned to ERCOT on or before July 24, 2026.
This Sections 9.2.1.1(1)(c) and (d) Form must be completed by an authorized representative of the designated Interconnecting Large Load Entity. The Designated ILLE provides this Form in accordance with Electric Reliability Council of Texas, Inc.’s Planning Guide Section 9.2.1.1(1)(c) or (d) and Section 9.2.2(1)(c) as stated in PGRR145, Batch Zero Process for Large Load Interconnections. All fields must be completed unless otherwise noted. This Form must be returned to the Interconnecting Transmission Service Provider (TSP) or Interconnecting Distribution Service Provider (DSP) on or before July 10, 2026.
This Section 9.2.1.1(1)(e) Attestation Form must be completed by the designated Interconnecting Large Load Entity and sworn to by the Designated ILLE’s representative, official, officer, or other authorized person with binding authority over the Designated ILLE. This Section 9.2.1.4(3)(d) Attestation Form must be completed by the Interconnecting Transmission Service Provider and sworn to by the TSP’s official, officer, or other authorized person with binding authority over the Designated Interconnecting TSP. The TSP provides this Form in accordance with Electric Reliability Council of Texas, Inc.’s Planning Guide Section 9.2.1.4(3)(d) as stated in PGRR145, Batch Zero Process for Large Load Interconnections. All fields must be completed unless otherwise noted. This Form must be submitted to ERCOT on or before July 24, 2026.

This section contains guides and documentation to assist Transmission Service Providers (TSPs), Resource Entities (REs), and Interconnecting Large Load Entities (ILLEs) through the interconnection process for new or modified Large Loads to the ERCOT System. Entities wishing to interconnect a load facility of 75 MW or greater should consult Section 9.2.1 of the ERCOT Planning Guide to determine if the request must go through the Large Load Interconnection process. The guides and documents on this page are used as part of the interconnection process.
This document contains all Large Load project information fields and the Load Commissioning Plan required to request a new Large Load Interconnection Study (LLIS). This document must be submitted and maintained by the interconnecting TSP and updated in the event of material changes to project information.
The Dynamics Working Group (DWG) Large Load Survey is required for all Large Load interconnection requests. The most current version of the survey is posted on the DWG homepage. This page also hosts the DWG Survey for Large Load Subsynchronous Studies, which may be required for some Large Load interconnection requests.
This form must be completed, submitted to ERCOT, and approved prior to the energization of a new Large Load that is not netted with a Generation Resource. Requests to energize a new Large Load netted with a Generation Resource and to increase the amount of load approved to energize at an existing Large Load facility are also covered by other forms in this section.
This form must be completed by the Resource Entity for any Generation Resource with which a Large Load proposes to co-locate. The form may be submitted any time after an LLI number has been assigned to the Large Load project, but ERCOT will not begin its study of the net metering arrangement until the Resource Entity has submitted all information about the arrangement that ERCOT will need for its study, including the TDSP’s completed LLI Study.
This list identifies each stand-alone generation resource registered with ERCOT as of September 1, 2025. In accordance with Section 39.169 of the Public Utility Regulatory Act (PURA), the Resource Entity for any Generation Resource identified on this list that wishes to include a Large Load in a net metering arrangement with that Generation Resource must submit a Notice of Proposed Net Metering Arrangement form and receive Public Utility Commission approval following an ERCOT study before implementing the net metering arrangement. This file was updated on September 19, 2025 to include Energy Storage Resources, consistent with guidance from the Public Utility Commission.
