Description: This Operating Guide Revision Request (OGRR) will require Transmission Service Providers (TSPs) that have contracted Black Start resources or designated Black Start transmission corridors located within their transmission system to have a satellite phone as a backup communication system that is compatible with ERCOT’s satellite phone.
Reason: To ensure that ERCOT and TSPs are able to communicate in Black Start conditions when alternative methods of communication may not be available.
