Description:	This OGRR authorizes an orderly transition from the zonal Operating Guides to the Nodal Operating Guides. This OGRR provides a transparent mechanism to retire zonal Operating Guide sections and implement Nodal Operating Guide sections. This OGRR also requires two Notices to Market Participants: the first Market Notice 30days prior to the retirement or effective date and the second Market Notice no less than 10 days prior to the retirement or effective date.
Reason:	Market Participants must have a transparent and orderly manner to identify which zonal and Nodal Operating Guide sections are in effect during the phased implementation of the nodal market design.
