Reason: A portion of the proposed language in new Section 6.5 currently exists in Nodal Operating Guide Section 5.1.3, Load Forecasts. This language is deemed appropriate to be part of the Planning Guide and will be removed from the Nodal Operating Guide through a Nodal Operating Guide Revision Request (NOGRR).
